CECIMO RECOMMENDATIONS FOR THE EU INSTITUTIONAL CYCLE 2024-2029

CECIMO, the European association representing advanced manufacturing, has highlighted the critical need to strengthen this essential sector to drive transformational change within the European Union's (EU) industrial ecosystems, particularly in the context of the digital and green transition. The organisation advocates a series of strategic investments in innovation, technology adoption and efficiency improvement to increase the EU's competitiveness vis-à-vis its global competitors.

Looking ahead, CECIMO calls on the EU institutions to formulate a strategic policy and investment agenda to strengthen the sector's value chain in its next five-year mandate (2024-2029). Such an agenda should focus on streamlining investments, reducing regulatory burdens and harnessing the potential of existing and emerging technologies. Through this comprehensive approach, the partnership seeks to give the EU a competitive advantage in various industrial ecosystems.

Strategic recommendations highlighted by CECIMO include:

1- Launch of a European Manufacturing Strategy: CECIMO proposes the creation of a strategic framework to foster the development and strengthening of the manufacturing industry in the EU, considering the new economic and technological realities.
2- Slowing down the EU "legislative train": CECIMO suggests a pause in the introduction of new legislation to allow sufficient time for the implementation and evaluation of existing policies, thus avoiding regulatory overload.
3- Investing in Productivity and Implementing the Dual Transition: Investing in increasing industrial productivity and effectively implementing the digital and green transition, known as the dual transition, is urged.
4- Addressing Europe's Skills Needs: Recognises the urgent need to address the continent's technical and digital skills shortages to underpin growth and innovation in the manufacturing sector.
5- Enhancing EU Competitiveness through Trade Agreements: It advocates the negotiation of trade agreements that favour European manufacturing industry, allowing wider access to international markets.
6- Empowering Market Surveillance Authorities: To protect the EU market from unsafe products and promote fair competition, it is proposed to strengthen the capacities of market surveillance authorities.

These recommendations aim to serve as a roadmap to ensure that European manufacturing industry not only survives, but thrives in the changing global economic and technological landscape. With the support and concerted action of the EU institutions, CECIMO is confident that significant progress can be made for the sector in the coming years.
